Following several years of using traditional fixed frameworks to deliver transport services, and seeing their spend increase out of line with planned budget, London Borough of Merton are transforming their approach to commissioning. Merton conducted extensive spend and market analysis before committing themselves to a new approach, using a flexible model in order to engage with more providers from the local area to deliver more choice and variety of specialisms.
adam and Merton met first in March to discuss the issues faced by the Council in commissioning transport services. Critical in the process was understanding their analysis and local challenges in order to develop the best model for the council. Fundamental in Merton deciding to work with adam was our experience and track record in building sustainable provider bases, which aligned directly with the councils drive to increase opportunity locally. It is particularly important to Merton to use as many providers from within the local area and also to ensure a responsive supply chain.
This new approach clearly needs to be managed and by working with us, Merton will also be able to significantly streamline their process, not just for commissioning, but also for invoicing and payments. By using adam to manage their payments, Merton have immediately reduced their work load from over 2500 invoices per year, down to just 52. The introduction of the adam technology means those invoices are tracked throughout the system meaning suppliers are paid on time, without issue 100% of the time. All of which goes towards making the council a champion for local providers and an even more attractive organisation to work with.
